Community Description

• Seaside Village, located in Oceanside, California, opened in June 2017. This military community offers three- and four-bedroom floorplans and is home to senior enlisted and officer families. The community boasts 250 duplex style three- and four-bedroom homes, 25 of which are ADA accessible.
  
  Each home includes luxury faux wood vinyl and plush carpeting upstairs. Kitchens are equipped with Energy Star rated appliances, quartz countertops, solid wood cabinets, and breakfast bar. All homes include a full-sized laundry room with a utility sink and ample storage throughout. Each home has an attached two-car garage and private fenced in backyard.
  
  All Seaside Village homes include water, sewer, gas, trash, pest control, and basic electric. Under the Marine Corps RECP program, residents that make efficient use of electricity in their home can earn a monthly credit. The Marine Corps apply savings to community improvements. No deposits are required saving families hundreds of dollars.
  
  The community is dog-friendly and accepts up to two per home. Due to an environmentally protected pocket mouse in the area, cats are not permitted in the community.
  
  Community amenities include free 24-hour emergency maintenance, free lock-out service, playgrounds, dog parks, large open grass fields with gazebos and barbeque grills and picnic tables throughout. The community includes a state-of-the-art clubhouse (includes a game room, a fully equipped gym, and a heated pool with lifeguards). Families have access to exclusive resident events in and around the community.
  
  The Seaside Village community is conveniently located on Marine Corps Base Camp Pendleton, providing scenic views of the Pacific Ocean and the Oceanside Harbor.
  
  Seaside Village is within walking distance to the Stuart Mesa Elementary School, Child Development Center, and a neighborhood convenience store. Base amenities include a newly opened Naval Hospital, commissary, retail, restaurants, golf course, beach access, an event center, and a private boat harbor.
  
  Located in coastal North San Diego County, the community is a short hour drive south to the downtown San Diego and the San Diego International Airport. San Diego is known for its beautiful beaches, Torrey Pines Golf Course, Sea World, The San Diego Zoo, Wild Animal Park, Belmont Park and Old Town. Within 30 minutes, residents can visit Tijuana, Mexico which provides access to golfing, authentic restaurants, wineries, shopping and beaches.

• At Lincoln Military Housing, our Mission is “To provide military families with exemplary service in a quality home environment and to provide our military partners with quality homes and vibrant neighborhoods." Our Core Values are Balance, Respect, Integrity, Communication, Commitment, and Empowerment. We are guided by our mission statement and core values in how we operate our communities every day and in every encounter.
  
  In 2019 our team participated in a “Finding the Why” event for all manager level team members. During this event, the leaders brainstormed why we are passionate about serving our military families. They were able to create a why statement to summarize their findings, “In Every Encounter, We Serve and Inspire so that we Build Trust, Create Unity and Exceed Expectations.”
  
  In 2019 our maintenance team members completed 3,157 service requests within 24 hours of receipt with an average Satisfaction Score of 4.34. This team also provided Preventative Maintenance Inspections in all occupied homes and prepared 78 move-outs for their new families. Move-in Satisfaction Scores averaged 4.32. Our community includes 24 hours, seven days a week emergency maintenance. Residents have the ability to submit and monitor their maintenance work orders via a new Maintenance App and online via our maintenance portal.
  
  Seaside Village Achieved an A-List Award in the Camp Pendleton 2018 National Multifamily Customer Service Award for Excellence. This honor is awarded to those multifamily properties providing a high level and quality of service as rated by Residents. The survey and award are conducted by CEL & Associates, Inc. In 2019 the community achieved a rating of Excellent.
  
  2019 presented an opportunity for improved communication with our military families. We began a community outreach program with the requirement to make one to one, personal contact with the residents in each of our homes four times per year. In addition, the manager’s contact all new move-ins to ensure their satisfaction with their new home. Customer Service Representatives follow up on every closed service request to be sure the resident is 100% satisfied with the work performed.

• Occupancy/Retention Rate | Average occupancy in 2019 was 97.99%, and 99.60% leased with an average turnover rate of 31.2%. Turnover rates in military housing are often higher than in the off base communities due to service member’s deployments, Permanent Change of Station (PCS), End of Active Service Discharges (EAS), and the ability to transfer to a different home to accommodate a change in family composition.
  
  Environmental | Camp Pendleton is a nature preserve with many environmental protections in place to protect the wildlife. Seaside Village is home to an environmentally protected pocket mouse. As a result, cats are not allowed in the community, but up to two dogs may reside in each home. Our communities must follow strict environmental rules and enforcement of these rules on our sites. Being built in 2017, Seaside Village does not have asbestos, lead-based paint or other hazards. The Environmental plan includes a Pest Control Management Plan. Base wide, Lincoln Military Housing participates in recycling hazardous waste such as petroleum products, televisions, and fluorescent light bulbs. We provide energy-saving lighting and all appliances are Energy Star Certified. Seaside is responsible for the maintenance and management of multiple retention ponds by state and local rules and regulations.
  
  The community achieved a Silver level Leadership in Energy and Environmental Design (LEED) certification from the U.S. Green Building Council. The LEED rating system evaluates the “greenness” of a project or building, and achievement is recognized via LEED certification. Solar Energy powers the Silver LEED-certified Community Center and Business Office, and solar panels are being installed on individual duplexes throughout the community to provide further savings in electric usage.
  
  Community Service | The community offers multiple resident events monthly and three base-wide events annually. The exclusive resident events range from movie nights, pool parties, family photos, crafting, and community picnics. Community events are always free and exclusive for residents. In addition, families have the opportunity to attend base-wide events such as the annual Carnival, Luau and Community Craft Fair, these events are open to all Lincoln Military Housing residents and military families throughout the base.
